Rules & By-Laws for Affiliated Units

Rules and regulations / by-laws to affiliated District / City Cricket Federations with the Cricket Federation of Tamilnadu (CFT).

All District / City Units affiliated with the Cricket Federation of Tamilnadu (CFT) are fully authorized in their District/City to attend meetings, and collect funds, sponsorship, logo-money, and donations on behalf of their District/City Teams/Units. Units may, as per their convenience, form their General Body as under:

Affiliation Guidelines

  1. 01

    All financial matters relating to dues, annual affiliation fees, and registration fees by District/City Units to CFT are necessary for all affiliated units. Without this process, CFT will not consider any concerned unit.

    Make the constitution and register at the registrar of firms and societies under the 1860 Societies Act at your concerned District/City. After registration, apply for a PAN number and bank account for your unit, and divide organizing/financial powers accordingly. Also send CFT details of your District/City working and elections to ensure the same pattern is adopted across units.

    For general control over all affiliated federations across Tamil Nadu, it is necessary to work under one registration number: 208/2010 dated 07.07.2010. Any federation registering with its District registrar of societies must provide this number along with its allotment code and affiliation-cum-appointment letter issued by CFT.

    All affiliated District/City Units must establish District-level Cricket Academies, ensure their affiliated District/Zonal units do the same, and affiliate club units while conducting inter-club matches in their district and zones.

    All affiliated District/City Units must form a Core Committee for decisions on behalf of the unit, and a Marketing Committee to generate funds, donations, and sponsorship.

    All affiliated District/City units should form District Units/Bodies per their norms, with necessary documents and appointment letters signed by the President and General Secretary.

    All affiliated District/City Units may open a bank account (nationalized or private) on behalf of their Federation/Association, operated jointly by the General Secretary and Financial Secretary.

    All affiliated District/City Units are required to submit their accounts and expenditure to CFT, duly audited by a Chartered Accountant, following the same pattern and guidelines.

    All affiliated District/City Units are to organize Inter District/Zonal Cricket Tournaments at Senior and Junior level as per CFT Rules & Regulations.

    Tournaments should be played on Turf & Matting wickets with a white ball and coloured kits bearing the District Federation/Association name and logo, following international playing conditions. Black sight screens are mandatory.

    All affiliated District/City Units should recommend nominations (with bio-data and qualifications) for one Coach, two Umpires, two Scorers, and two Physical Trainers to CFT for approval, on official letterhead signed by the President and General Secretary. Nominations remain valid for four years, after which fresh approval is required. These roles are honorary; any honorarium is paid by the concerned District Unit.

    All affiliated District/City Units may use the CFT logo, and are to sign a central contract with CFT on behalf of their affiliated units, duly signed by the President and General Secretary.

  13. 13

    CFT sponsorship covers National level tournaments organized by CFT, code of conduct for registered players/officials, matches played within Tamil Nadu and abroad, professional engagements, logo matters, TV advertisements, financial contracts, and press coverage relating to CFT and its officials.

    District/City Units are bound to send their teams to National level tournaments organized by CFT. Officials found involved in anti-federation activities will be dismissed and replaced as per CFT rules and regulations.

    District/City Units must take CFT approval before organizing National/Zonal/District level tournaments, and must clearly mention their allotted code number and zone in official documents.

    District/City Units must renew their affiliation and appointment letter with CFT every year. CFT may grant support to affiliated District units/academies that conduct national level tournaments, and issues necessary documents/certificates for District/National/International level tournaments.

Life Ban / Other Punishments

Players and officials registered with CFT or any affiliated District Unit who are involved in match-fixing, betting, anti-federation activities, drug use, or other serious misconduct on or off the field will face a life ban or other punishment as per rules and regulations.

NOC Permission

No Objection Certificate

Any registered player with CFT or an affiliated District/City Unit who wants to change their District must take prior permission from the Federation and obtain an NOC from their concerned District Unit, duly signed by the President and General Secretary. Registered players (Junior/Senior) must be residents by birth in the District/City, or have resided there for at least one year, with supporting documents from their institution. For junior levels, age proof (affidavit, birth certificate) must be duly signed by parents and attested/certified by the District/City unit's President or General Secretary. Misrepresentation may result in a life ban or other punishment, and cancellation of the unit's representation.
