   GENERAL GUIDE-LINES / RULES & REGULATION / BY LAWS TO AFFILIATED DISTRICT / CITY CRICKET FEDERATIONS WITH CRICKET FEDERATION OF TAMILNADU (CFT)

 

All the District / City Units affiliated with Cricket Federation of TAMILNADU (CFT) are fully authorized in their District/City to attend the meetings, collect the funds / sponsorship, logo-money and donations on behalf of their District / City Teams / Units. The District / City Units may, as per their convenience, form their General Body as under:-

Joint Secretaries Life Members
Press Secretary Clerical Staff

Chief Executive Officer (Zone wise) Subordinate Staff


Note:- That all the financial matters relating to dues, annual affiliation fees, registration fee etc. by District / City Units to Cricket Federation of TAMILNADU (CF of TAMILNADU) is necessary for all affiliated units with federation without this process Cricket Federation of TAMILNADU (CF of TAMILNADU) will not consider to any concern unit.


Note:- Make the constitution and register at registrar firm and societies under 1860 society at your concerned District / City. After Getting registration apply for pan number and bank a/c of your units. Further divide their organizing functions / financial powers etc. of the above. You may also change the guidelines of your District / City Unit as per your convenience. Also send us the details of your District / City Federation / Association working, elections etc and make assure us that same pattern is adopted by your district / zonal / club units. This is the basic legal process for all affiliated Cricket Federation / Association with out this legal process Cricket Federation of TAMILNADU (CF of TAMILNADU) will not consider any concern unit.


To General control over the all affiliated Cricket Federation of TAMILNADU all over TAMILNADU it is necessary to work under one registration number i.e. 208/2010 dated.07.07.2010 of Act of Registrar of societies which is valid for all TAMILNADU. Further if any Cricket Federation / Associations affiliated with Cricket Federation of TAMILNADU goes to registrar its federation / associations in its District’s registrar of societies office, they should provide the above referred numbers and attach there allotment code number and affiliation-cum-appointment letter issued by Cricket Federation of TAMILNADU (CF of TAMILNADU).
All the affiliated District / City Units will have to establish District level Cricket Academies and also make sure that their affiliated District / Zonal units also established local level Cricket Academies and also assure that all district / zonal units must affiliate club units and conduct inter-club matches in their concerned district and zones.


All the affiliated District / City Units to make a Core Committee in their District who will take all decisions on behalf of the District / City units. All the affiliated District / city units make a marketing committee in their District / City who will generate the funds / donation / sponsorship on behalf of the unit.  

  
All the affiliated District / City units should form District Units / Bodies according to their norms. All the necessary documents and appointment letters to the District Units are to be issued by District Units duly signed by the President and General Secretary.


All the affiliated District / City Units may open their account in any nationalized and private bank on the behalf of District Federation / Association . The account is to be operated by General Secretary and Financial Secretary jointly.  


All the affiliated District / City Units are required to submit their accounts and Federation/ Association expenditure to Cricket Federation of TAMILNADU (CF of TAMILNADU) duly audited by Chartered Accountant.


All the affiliated District / City Units are also to ensure that the accounts of their District Cricket Federation / Association are operated on the same pattern and also other guidelines of District / City units.


All the affiliated District / City Units are to organize Inter District / Zonal Cricket Tournaments of ‘Senior’ and Junior level as per ‘Rules & Regulations’ of Cricket Federation of TAMILNADU (CF of TAMILNADU)        


The tournament should be played on ‘Turf & Matting’ wicket with White Ball and coloured kits’ with District Federation / Association name & logo. The teams will follow other international cricket terms & playing conditions. Black site screens are must.


All the affiliated District / City Units should recommend the nominations of the following officials along with their Bio-data, Qualification / Sports Qualification to Cricket Federation of TAMILNADU (CF of TAMILNADU) on their official letter-paid duly signed by the President and the General Secretary for approval:


One Coach
Two Umpires
Two Scorers
Two Physical Trainers


Note :- All the above nominations shall remain in force for four years and after four years fresh approval from Cricket Federation of TAMILNADU (CF of TAMILNADU) will be required. Please note these will be on Hony’ basis and the honorarium, if any, will be paid by the concerned District Unit as they will deem fit.

             
All the affiliated District / City Units can used Cricket Federation of TAMILNADU (CF of TAMILNADU) logo.


All the affiliated District / City Units are to sign a central contract with Cricket Federation of TAMILNADU (CF of TAMILNADU) on behalf of their affiliated units this central contract duly signed by the president and General Secretary on behalf of there units


Sponsorship of National level tournaments organized by Cricket Federation of TAMILNADU (CF of TAMILNADU)             


Code & Conduct of players / officials registered with Cricket Federation of TAMILNADU (CF of TAMILNADU)    


Playing matches in TAMILNADU (national level tournaments).


Playing matches abroad (inter- national events) for Cricket Federation of TAMILNADU (CF of TAMILNADU) Teams


Playing for Cricket Federation of TAMILNADU (CF of TAMILNADU) professional in other countries / various clubs of TAMILNADU and abroad. Logo-matter, TV Advertisements and other financial contracts, Press Districtments / Press Columns in newspapers – magazines – websites and interviews and Districtments about Cricket Federation of TAMILNADU (CF of TAMILNADU) and its officials and their District units and officials.


Term & Conditions for District / City Units for playing cricket in various Districts (rotation system):
All District / City Units are bound to send their District Teams in National level tournaments organized by Cricket Federation of TAMILNADU (CF of TAMILNADU) and under the aegis of Cricket Federation of TAMILNADU. If any District / City Cricket Federation / Association official found involved in anti federation activities. Federation will dismiss the concern official from the units and federation. Also appoint new officials for concern units as per rules and regulations of Cricket Federation of TAMILNADU (CF of TAMILNADU). And bound to obey the rules and regulations and another terms and conditions set by Cricket Federation of TAMILNADU (CF of TAMILNADU).


All District / City Units are bound to take approval from Cricket Federation of TAMILNADU (CF of TAMILNADU) for organizing the National / Zonal / District Levels tournaments in their Districts / City. All Districts / city units have to mention their code number and zone allotted by Cricket Federation of TAMILNADU (CF of TAMILNADU) clearly in their official documents.


All District / City Units are bound to take every year renewal of their affiliation and appointment letter from Cricket Federation of TAMILNADU (CF of TAMILNADU).
Cricket Federation of TAMILNADU may give grant to over affiliate District units / academies who conduct the national level tournaments.
All the necessary documents / certificates are to be issued by Cricket Federation of TAMILNADU (CF of TAMILNADU) for District / National / International level tournaments.


Life Ban / Other Punishments


The players and officials who registers with Cricket Federation of TAMILNADU (CF of TAMILNADU) or any affiliated District Unit, if involves in match fixing or any type of betting, or anti federations activities or taking drugs and other serious misconduct / misbehavior / legal offence in or out of field, he will face Life Ban or other punishment as per rules and regulations.


No Objection Certificate (NOC)


If any registered player with Cricket Federation of TAMILNADU (CF of TAMILNADU) or any affiliated District / City Unit wants to change his District, will have to take prior permission from Federation and NOC from his concerning District Unit duly signed by President and the General Secretary of the District Unit. The criteria of registered players Junior / Senior from District / city unit is by birth in District / city and he should be residing there from last 1 year. The necessary documents should be produced by the institution where he is working or studying. In junior levels the criteria of age proof is every junior player registered with District / City unit should produce the proof duly signed by his parents i.e. Affidavit, Birth Certificates from corporations or schools duly attested by gusted officer and also certified by District / city units President / General Secretary. If any player is found misrepresenting these facts, ban for life or other punishment can be imposed on him and the units which for which he may be representing can be cancelled.
